Intercam Banco’s Journey to Open Finance Compliance in Mexico

Background

Intercam Banco has been offering a wide range of financial services to individuals and businesses for over 30 years.

The first set of regulations published by CNBV regarding Open Banking was published on June 4th, 2020 and they are related to the standardisation and sharing of open data, specifically, the location and services offered by ATMs (ATM APIs).

 

Intercam Banco was exploring different platforms to comply with the new standards in a way that suited its goals and technical requirements, and the bank chose the Open Bank Project.

Objectives

Intercam’s infrastructure was fully on-premise and did not use REST APIs. OBP API and tools were deployed in their on-premise data center. The objectives of this work were to:

 

How TESOBE Helped

Based on Intercam’s requirements, TESOBE launched the OBP solution on Red Hat OpenShift, an enterprise Kubernetes container platform for developing, deploying, securing, and scaling applications fast. 

The production environment was launched with ATM APIs based on the local regulatory standard published by the CNBV. TESOBE developed the required procedures to import the ATM data provided by Intercam into the sandbox, pre-production, and production environments of the OBP API deployment.

The ATM data is exposed by OBP API via RESTful APIs according to the CNBV’s Open Banking requirements, making Intercam Banco effectively compliant with the Mexican regulation. All ATM data is stored in OBP API’s internal database where it can be edited and managed via API endpoints.

Supplementary tools like API Explorer and API Manager were also deployed to allow for a smooth developer experience as well as to provide management interfaces for Intercam’s administrators.

TESOBE also localised OBP API and the supplementary tools to Spanish, improving its usability in Latin America. 

Conclusion

 

We’re delighted to have successfully achieved compliance with the Mexican Fintech Law. TESOBE has been a valuable partner during the project and we feel more than equipped with the OBP technology, especially because it gives us the option to go beyond compliance when we feel ready.

Although banks in Mexico are still waiting for the second set of rules, Intercam is already compliant with the first phase and is preparing for the standards governing transaction data. Complying with Open Finance can be straightforward when you have the right partner.
